Senior Director of Program Management

The primary focus of this role will be as a PM leader experienced running multiple simultaneous programs providing both hands on and strategic management of multiple programs directly as well as managing other program managers operating supporting programs and related capture activities. MapLarge is seeking a Director of Program Management with experience working in the Intelligence Community (IC), Space Force, the National Reconnaissance Office (NRO), and both the GEOINT space and ground disciplines. Director will work in support of the Space ISR Multi-INT Mission Systems (MMS) program area team and NRO GEOINT-focused functions. Because of the diversity of MMS program area, this Senior Manager will work as part of the GEOINT, SIGINT and Multi-INT disciplines to develop pipelines to support the 5-year plan, achieve Annual Operating Plan goals, and manage captures for targeted opportunities.

Role Focus

  • PM Leader (Primary) - The primary focus of this role will be as a PM leader experienced running multiple simultaneous programs providing both hands on and strategic management of multiple programs directly as well as managing other program managers operating supporting programs.
  • Capture (Secondary) - The secondary focus will be to support new start proposals and organic growth opportunities adjacent to existing efforts. Must be capable of working both as a one person band or as part of a fast paced nimble proposal team.
  • BD (Tertiary) - This role will also entail traveling to support senior meetings and conferences with the MapLarge business development team and some independent business development.

Responsibilities include but are not limited to:

  • Program Management Leadership: Leading efforts across multiple programs, deeply understanding the customer’s requirements and agency wide architecture, programs and personalities to both execute well on individual programs and to connect the dots to new opportunities and organic growth in programs.
  • Pipeline Development: Work with the MapLarge BD team to develop, identify, and assess new business strategies and opportunities, and position new business resources to achieve growth objectives for ISR/SRT Space Force and NRO pursuits that individually range from $1m to $100m. Identify top pursuits and work to increase probability of award. The Director is expected to expand the pipeline also through adjacent growth of the inherent MMS ground/space capabilities.
  • Customer/Competitor Intelligence and Interactions: Develop relationships with key NRO GEOINT customers; influence customer planning and clearly articulate to S&C2, Space ISR, and Space Systems business leadership customer needs. Develop customer contact plans and create strategy and coherent business messages. Understand competitive landscape and implications to inform capture efforts. Support, manage, and execute executive contact plans. Establish and grow working relationships with industry partners primarily in the NRO GEOINT ground but also expanding adjacent markets. Attend customer meetings and forums.
  • Product Line Strategy Development: Create, analyze, and articulate innovative solutions to customer needs/problems that smartly leverage MapLarge’s capabilities and technologies to obtain the most efficient and effective use of company investments. Based on customer information, work with engineering to suggest white papers. Enable the MMS program area to meet growth objectives.
  • Capture Execution: Develop and lead new business captures; develop pricing and win strategies, prepare gate reviews, ensure capture process compliance and transition to capture execution team. Lead RFI and BAA development activities pertinent to the program area. Manage new business as the MMS Requirements & Capabilities NRO GEOINT Lead and interface with other business development professionals on the MMS team. Manage overall strategy development, market analysis, customer call plans, and new business investments.
  • Management of Portfolio Business Development: Manage allocated Selling and Bid and Proposal budgets to yearly budgets. Prepare quarterly and annual new business initiative forecasts. Prepare material to support monthly growth reviews, BD Operations reviews, monthly status, and maintenance of pipeline database to manage the day-to- day business. Oversee and guide capture personnel.
  • Travel: Domestic travel up to 20% (less if working from DC metro area).

​Required Qualifications:

  • Bachelor’s Degree in Engineering, Science, or another related technical field and a minimum 10 years of progressive experience in strategic planning or business development, or equivalent military leadership experience or an Advanced Degree in a related field and minimum 8 years’ experience.
  • PMP: Very strong program management experience and credentials including running both individual programs and across multiple programs with junior program managers supporting.
  • Capture Experience: Demonstrated experience leading successful new, $10M-plus business captures or acquisitions.
  • DoD & IC Knowledge: Demonstrated knowledge of the IC & DoD architecture, market customers, contractors, and competitive landscape.
  • NRO: Actual experience working at, or work involved with, the NRO.
  • GEOINT: Demonstrated experience and technical knowledge of the NRO GEOINT mission area and associated phenomenology.

Desired Skills and Experiences:

  • Senior Experience: Senior-level military, government or related corporate business experience with US Space Command, US Space Force, or Intelligence Community staff experience with focus on future architectures.
  • PMP: Must have deep experience as a PMP leader.
  • Acquisition: Acquisition experience within Department of Defense and/or the IC.
  • Master’s degree in Business Management or engineering technical degree desired.

Salary Range: The salary range for this role is $180,000 to $240,000; however, MapLarge considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training and key skills.
